The Bureau of Sustained Shine exists to formally supervise the continuous polishing of one designated orb, one tap at a time, forever.
Each tap is logged as a Buff Applied. The orb's Shine rises accordingly. Nothing else happens, and nothing else is meant to.
Shine is calculated so that it always increases and never quite arrives. The closer it gets to fully polished, the more buffing the next fraction of a percent requires.
This is not a flaw in the Bureau's instrument. This is the instrument.
The lifetime tally of Buffs Applied never decreases, resets, or takes a day off, regardless of how shiny the orb already looks.
This is considered a feature.
Requests to declare the orb "finished" are logged, filed, and denied. The orb is not finished. The orb is never finished.
